Onboard Battery Charger

How does the onboard battery charger work? Does it charge the batteries when the motor is running? Or, does it come on while the motor is off and idle?

Nevermind, I found the answer. I needed to plug the charger outlet to the extension cord to the wall outlet...duhhh!!
