One or two springs ??

I was just reading my owners manual for my 1964 28 hp evinrude and it says " use only one spring on cable pulley steering system do not use two" can some one explain i thought i was to use two witch i have done and seen many set up this way.. ???

All the old cable steer I ever had used one spring on each side.
