If I recall correctly, most auto manuals indicate that the headbolt threads should get a light coating of oil before torquing down. Dry threads offer too much of a variable to accurately torque down. Anti-seize would offer the same lubricating qualities as oil when wet.

Most torque values are based on clean, dry threads. That would mean chasing any threaded hole with a tap, or any fastener with a die.

ditto - clean and dry unless otherwise specified.<br />Anti-seize not recommended for head bolts.
