Only starts when fuel poured into carb Merc 170

I have a 1985 mercruiser 170 it will run awesome when I pour gas into the carb bowl but it will not run normally it has new fuel line from tank and new anti siphon. If I suck on the fuel inlet into the punp I will get fuel . I can also blow into the inlet on the carb and air will go into the bowl so float is not stuck. Steel line from pump to carb is bone dry . I took fuel pump out and pumped by hand and i will get no suction on the inlet but I will get pressure coming out of the small Barb that has the clear tube going to the carb am i right that this is a bad fuel pump .

That's what it seems like. I put a short hose on suction side of pump with a funnel jammed in the end and filled with fuel and turned the boat over. The fuel level in funnel didn't not change

Ayuh,.... Sure sounds like a fuel pump problem to me,.....
