Out Board Carb Problem

I Have A 1995 20hp Evinrude That Will Not Start.

I'm Wondering If While Spinning The Motor Over If The Fuel Lines Connected To The Carb Are Making Bubbles From The Hoses Not Being Tight Enough Would Make It Not Start.
