Outboard not hitting full power

I have a Johnson 115hp 1994 outboard which has recently been serviced. It runs fine but when I take it away from the dock and open up the throttle it will only hit 2500 rpm. In neautral I can open up the throttle and it will go to 3,500 - 4,500 rpm. What is the likely cause of this power restriction?

Don't rev the engine that high in neutral, can cause engine damage.
Is it running on all cylinders, check spark and compression, what kind of shape are the plugs in? Does it help if you keep pumping the primer bulb, you said you just had it serviced, are all the plug wires on the correct plug?

I have been going back in my mind to before I had this issue and the only thing I can think of is that some fishing line got tangled in the prop but I assumed it had cleared. Could this be a potential cause?

Might be a potential for water getting into the lower unit, pull the prop and see if the is any line around the propshaft. It should have no effect on the engine as stated in your orginal post.
