outdrive did not take-up water from tub

Last night I fired-up my 4.3l Candia (1990 Cobra) for the first time of the season. Started right-up. I had the outdrive in the tub- the water intakes were about 1 inch below the water line, but all covered. It did not appear to be pulling-up water, so I shut it down right away and switched to muffs. Restarted and it circulated fine. Ran at idle to operating temp (about 150 degrees) and shut down. Pulled the hose coming from the PS pump just to make sure the system was charged w/water and was fine.

I put the tub back under to try again, same thing- it did not pick-up water, and temp rose above 160- shut down again, back to the muffs. Started at idle and cooled it back down to 150.

Shut it all down for the night and pulled the impellor. Looked fine. (just replaced last year, only has about 10 hours on it, if that).

What did I do wrong???? Could it be my impellor is not spinning??? Do I need a deeper tub????

As I recall, the pump is located near the top of the lower unit..

The intakes are near the middle.

Get a deeper tub.

Yep, you deffinately need a deeper tub. Even with a regular outboard you need to get the entire ventilation plate under water at the very least. Sorry bud but I think you went some extra work for nothing, , albeit nothing wrong with having a look at your impeller.
