Outdrive Motor will not Turn Off

My 1997 Crownline (4.3GLA) is parked on the side of my house. I noticed the other day that my outdrive was in the down position and the battery was dead. While trying to charge the battery, I could hear the outdrive motor continuing to run - continually trying to lower the volvo penta outdrive even though it is already in the full down position. I disconnected the battery leads to the boat and have recharged the battery. Now, how might I fix this outdrive motor issue? Might anyone have some ideas?

My first guess is the throttle handle trim button is stuck. Main power comes from the 50 amp breaker (item 8). The control wiring goes to throttle handle with the 3 wire plug which can be pulled

ok, thank you. So let's say I pull the 3 wire plug. How can I get the outdrive to the up position? I appreciate your input on this

The plug uses 3 wires, Red=12V, Blue=UP and Green=Down. The plug end which goes toward the pump, use a jumper wire and jump Red to Blue

Easy way to remember is
Blue is the sky (up) and Green is the ground (down)
