Outdrive not reacting at speed

I have a 1996 Volvo Penta DPC drive. When I tilt the drive it will go up and down at the dock and slow speeds but when on plane it only goes down.

Oh so much fun owning an old boat

Defective pump or valves in the pump not allowing full pressure.

Is there an easy, or not so easy, way to check or do I need to just replace the pump and or valves? The boat sat for 4 years. Seals look ok and there is no oil in the water behind the boat. Oil level seems to be at the right point too.
