outdrive orings

Getting ready to reinstall 1973 120 outdrive , pre alpha 1a or so. two orings on shaft ,one around water port. The big sealing ring should go inside housing against the step glued in place or do i place i on drive? It goes against the step ? My orig.merc manual does not clearly say where it goes just shows arrow going inside huoaing.

Ayuh,... Right in there where it fits Naturally....
Most of the guys Glue 'em in,...
I just give it a heathly slathering of Grease to hold 'em In-place...
