Outdrive won't stay up (Tilt issue)

I seem to have a issue with my trim/tilt. It will raise and lower with no issue's battery is fully charged. But once I raise it all the way up it will slowly lower until it is sitting on the street after about a hour.

I have noticed this same issue when I disconnect the battery when I winterize it but never seen this when the battery is connected.

Pre '85? The clutch pack is slipping.
'85 up, hydraulic fluid is leaking past the piston(s) of the trim/tilt cylinders.
