overcharging

I have a 1977 70hp johnson. I have installed new regulator, stator, battery and cable ends on battery side(motor side looked ok). Tach is now steady and voltage is fine up to 1500rpm, but when i throttle it higher voltage climbs up to 16 volts and stays there until i throttle down below 1000rpm.
Two questions: -what are acceptable charging voltages
- am i missing something (change cables ?)

Well, the battery itself might be toast, too small or worn out. The regulator "shouldn't" charge higher than 14.4v. 16v is too high and will eventually burn off all the water in the battery.

Are you certain you installed the correct regulator? If you are I would try it out with a known good battery. At least a group 27 with 90+ minutes of reserve capacity or better yet a group 31 with 120+ minutes of reserve capacity.

Your rectifier is probably the round, unregulated type. If so, you can expect the voltage to go up with RPM. The only practical thing you can do is to turn on electrical load to bring the voltage down.
