OX66 Intermittent Spark

Genesis of problem:
Fish a charter last Saturday. Troll (2 knots) one motor (Port/issue motor) for 3+ hours for Stripers.
When I go to start the starboard to head in, the port motor dies. Not enough juice to fire either motor.
Buddy boat comes over & gives me a jump start. We run strong the whole way in - 8+ miles.
I believe my batteries are shot.

On Sunday, I replace all 3 batteries with new Sears AGM's.
I do this prior to starting the boat.
After installing the batteries, I fire up the starboard motor, no issues.
I then try to fire the port. Idles for a second, then dies. Does this several times & then won't even fire.
Turns over like a champ, gas coming out exhaust, plugs wet, but I still believe a fuel issue.
I go through the fuel system & my issue remians.

Issue:
Motor either will not start or runs very rough at idle. Dies when you give it gas.
Tilting motor up briefly will get gas to motor and it will run briefly after.

Fish Stix Check List:
Swapped CDI's
Swapped Stators
Swapped Coil Pulsers
Ran new battery cables to an external battery
Swapped TPI
Swapped Starter Relays
O2 Sensor Cleaned - Not replaced.
VST Filter Checked - Clean
VST not Flooding
Fuel Rail not leaking
Fuel/Water Seperator checked
Motor Fuel/Water Seperator checked
Replaced Fuel Check Valve with brass fitting
Replaced Primer Bulb
New Spark Plugs

check the lift pumps,do a forum search on a home made spark tester and test spark, check fuel rail pressure.
