Paint over Antifouling Paint

Hello,

I have an old pontoon boat that I just got, my first boat. I have no idea what kind of paint is on the bottom, and I can't find out. It's blue and seems to respond to sanding, though looks rather thick and is flaked off in a few places.

It MAY or MAY NOT be antifouling paint, but my question is, can I somehow prime whatever paint it is, and put some good top paint over it to 'fix' it. There are some bare spots where you can see the white fiberglass underneath, otherwise it's not in that bad of shape. Also, I am ONLY in fresh water... NOT salt water or brackish water at all.

I was thinking of doing this:

1. Scrap bad spots
2. Sand the entire bottom where the paint is with an orbital sander - 80 grit
3. Wipe it down with some Interlux Thinner 216
4. Apply a light layer of a primer (ANY SUGGESTIONS ON WHAT ONE?)
5. Apply 2 coats of some blue Top paint (ANY SUGGESTIONS ON THIS?)

Can anyone tell me if this would be ok?

You might post some pics of it, it will be easier to tell. You can also go to the websites of the marine paint companies and they will describe how to tell what kind of paint you have on it. The other option is to remove everything and start over.
