I have a 1974 hull and it needs a paint job.Do I need to primer or just sand and use anti fouling bottom paint?

For the best results use whatever products and methods the manufacturer of the paint recommends. The first thing to find out is if you really need a bottom paint, or if you just what to paint the hull.

It needs a paint job.A buddy of mine gave me a gallon of antifouling paint.The old paint is very faded and when I wipe my hand on it I get a powder on my hands.

you do not want anti fouling for the complete hull, just to the water line. it contains chemicals, to try to keep growth away. if it has never been bottom painted sand and paint.

You only need anti fouling paint if you keep the boat in the water for extended periods of time. If this is a trailer boat, stay as far away from that type of paint as possible, it's of no value to you.
