Patching Before Paint

I have some small cracks where the windshield and railing hardware mounts into the fiberglass (V-Hull). I know its recommended to drill small holes at the end of the cracks to prevent spreading before filling with any epoxy but should I lay some new glass over them? Want to do it right. What about chipped spots in the hull? Epoxy only or new glass?
