UPDATE:

Received a second OS restoration DVD from Dell with the same results. When I try to boot from the DVD nothing happens. I know my DVD reader is working because the system will try to restore my Windows 98 CD from my old Gateway, plus I can read the CD Dell sent me for Drivers and Utilities.

When I try to boot from the harddrive I get the Dell screen then the screen changes and I see one line "Loading PBR for descriptor 2 ...... done". Then the screen just goes blank.

I have several questions:
1. Can a DVD reader go bad and be able to read a CD but not a DVD?
2. What does that one line message I see before the screen goes blank mean?

I'm really trying to restore my system rather than reloading the OS so I don't lose my data.

I swear, there should be the death penalty to anyone caught creating these viroses.

More than likely it's the antivirus software companies that are making the viruses which require their software & monthly subscription to prevent/remove. I feel like the shopkeeps having to buy "protection" from the mob.

Quite possible your CD reader in the dell isn;t reading ,XP has this problem sometimes, there is a Microsoft bulll -ton on the fix ,it has to do with the registry been so long since I did it I forget

Problems with an operating system installed on your hard drive will not prevent you from booting from a CD. You can boot from a CD with no operating system installed and no hard drive for that matter.

He should make sure it's the Dell operating system CD and not the drivers and applications CD. AFAIK the latter is not bootable. Regardless it will not repair or reinstall the OS.

If he has the operating system CD it should boot as long as the BIOS is configured to boot from the CD.
