penta i/o trim blows fuse

A couple weeks ago, my trim stopped working and I noticed the 10 amp fuse was blown.
I replaced it and all was good.

I tried the trim today and it only lowered, it would not raise.
After playing around with the trim switch, the fuse blew again.

Any idea's?
It's a Volvo Penta SX

Look for worn, chafed wiring in the handle of the control and where it wraps around the pivot.
