Penta Outdrive Trim not working

I have a 79 Volvo Penta outdrive. I belive it is a 280 with a 270 lower, or maybe the otherway around.
It used to work great, but last time out the drive went down and will not come back up.
There are 2 Rams on either side of the out drive, the pump motor runs but the drive does not raise up. I did how ever find some fluid around one of the Rams. but nothing sprays out when the pump is ran.

the out drive connects to a rod that it tied to the Rams, I unclipped the Outdrive and held it up with a jack and the Rams still would not move up with no weight on them.

Any Ideas?

Post a picture of these "Rams". I'm not sure what you have.

Here are some pics of the out drive.
the hydralic Rams are behind the square covers on the side.
I also took some pics of the hook on the back of the out drive and what the hooks connect too.

That is the 280T nothing to do with a 270.
Have you checked the fluid level in the trim pump reservoir?
If it's low, not only will the drive not come up, but it won't have the fluid to cause the leak to show.

Ya first thing I did was make sure it was full.

It NEVER was a 290, doesn't matter what the pages in the parts section say, it was always a 280T or PT.
The transom shiels were completely different from a 290, and the 290 also had a larger hole in the transom.
You may have a pump failure. Wouldn't be the first.
Does the pump motor even run when you try to go up?

Here are some more pics of the out drive and pump.
I was told by the guy I got the boat from the it was a 280 upper and a 270 lower. they put the 270 lower on because the 280 lower sat down to deep in the water...???

yes the motor runs in both directions. It does however have a higher pitch sound in the up position, kind of like there is no load. in the down position it has a bogged down sound which make since because the hydralics are bottomed out.
