Pic of controls

Here is a pic of the controls on my 1993 Tracker with a Johnson 90. I tried pulling it out and pulling on that black knob to get it to move but no luck. I pushed it forwards with the engine on and the propeller engages. Does anyone know how to idle up these controls without engaging the prop? Thanks

I think I tried that. If i gave it a shot of some penetrating oil would it hurt anything? I'll try pushing it in when i get home. Thanks

No problem . The oil will not hurt but it may darken the grey arm where it is sprayed
