Boat is a 20' Hydrasport DC. Motor is a 98 Evinrude 150. Bought motor from a dealer last summer. He put on a 15X17 new prop.
Max RPM is 4400. I think motor should be able to reach 4800-5200. I believe for every 2" in pitch you gain 200-300 RPM? So, maybe I should change to a 15X15 or even a 15X13?

Something is off pretty far. You should be able to spin a 17 higher than 4400. I'd start with a basic check of the motor, compression, make sure it's running on all 6 at wot, sync & link including timing and even make sure the tach is right. If it were me I'd not spend any money on a prop right now.
