Might as well put my 2 cents in. Bottles are round, you will have a lot of empty spaces. I'd figure about half as much flotation as with foam.

So is it basically an educated guess as far as figuring out if bottles, or sealed pvc tubes would carry enough floatation ?

I am thinking that the pvc idea just might work .... I want to make it so that I can efficiently drain below the floor if it does get wet .... simply having foam below of coarse it is likely that water has a chance to sit..

any thoughts on how much is enough ... or how to make an educated guess ?

I had done the math on the PVC idea last year when I was doing my project. Without foam to augment the pvc and hold it in place, there was not enough volume to do the job, and the cost was about the same as if I just went with straight foam. I hate to say it, but 2 part closed cell foam is the best that can be done to achieve water displacement and addition of structure. If there was a better way, the boat builders would do it that way. If you want to keep the foam from ever holding water, put a boat cover on it. It isn't using the boat that causes the problems, it is leaving it sitting in the driveway uncovered that causes the problem. My advice, use the foam. Its the only sure way, anything else is too cheesy.
