Plate crack for penta 275 adjustment

I was looking over our boat today and noticed a crack near the outdrive adjusting rod at the base of the plate on the starboard side. It's rather small hair line about 2 inches long. I was wondering if it could be welded and my neighbor suggest using J-B weld to secure it. Any thoughts?
