Please help ID year of this 9.9 Evinrude

I have acquired this older 9.9 Evinrude. It has good even compression and spark but I can't get it to fire so I think the carb will need cleaning and possibly rebuilding. I did try it out on fresh fuel. In order to get the correct parts I need to ID the year. I can't make out the first number on the model number (10955B???) and have attached photos of the motor and nameplate. The previous owner thought it was a 1979. What ever the year, what range of years will work on this model, i.e. when I purchase a repair manual, I need to know if a 1980 manual will appropriate for a 1979.

It's a 79, an 80 manual will be fine, no major changes between 79 and 80.

Thanks for the reply. I placed the outboard in a barrel of water yesterday and got it to fire up. Looks like it needs an impeller as I didn't see any water spraying out even after 5 minutes of ideling.

Could be a blockage in the telltale hose or fitting into the block. Try cleaning it out and retry it, it's a common issue.
