Please help Johnson problem

I have a 96 johnson 115 oceanrunner v4. I was driving today and the boat just bogged down now it will not run above 3000 rpms. It runs fine at 3000 but will not go above that. Almost as if there was a governer on it. When the boat is in nuetral it revs fine up to 7000 rpms. I changed the plugs still same problem any suggestions would help thanks.

Also I noticed the fuel ball was not staying hard and when I pumped it up it stll ran the same.

check your compression and spark, but i am betting clogged high speed jets in carbs.

Why not try for 10,000 rpm ... maybe it'll blow up! That'll surely take care of your immediate problem.

hehehe its the human element.
My van wouldn't clear out so I revved the crap out of the engine and threw the timing chain. I think it had jumped a tooth.

Outboards bogging down always seem to tell the same story, clogged fuel jet in carb, revving it just causes damage to the dry cylinder/s if that is the problem.

My money is on the carb's
Fixed a friends Toro self propelled mower this afternoon. Said it was "running great" when they put it away last year. Float bowl was 99% water. Stripped and rebuilt the carbs, flushed the gas tank and fuel lines and running like a charm again.

I wasnt trying to blow it up I was just making a point that when in nuetral it goes above 3000 but thanks for your response.

never rev above 1500 rpm's in neutral, can cause a runaway.

Also the boat was stalling when put into gear if this helps pinpoint a problem

Compression check and spark check and if all is well there,
Service the carb's
