Please help me merc gurus!

Ok. I just bought a 1964 larson a couple days ago. it has the original merc 650 outboard from 64. The guy I bought it from said it had 700 dollars worth of maintenance done recently. So here's my problem. In my driveway with the ears hookes up it runs like a dream. it will idle all day long with the small cold start lever down. Now when ever i put it in the lake it will NEVER idle with the small lever down. It will run with it halfway up or more but not down where its supposed to be. Now this is a problem, which i'm sure you guys know, because you cannot go faster than like 5 mph with the small lever up at all. Its done this both times at the lake now. I let it warm up for about 10-15 min both times with small lever halfway up,, but as soon as i push the lever down it dies. It finally flooded out and i couldn't get it started again. when i lift the motor back up some gas runs down on my hands. Now like i said i am completely baffled because it runs like a dream in my driveway! thanks.

The carbs need to be adjusted for mixture and RPM while the engine is in the water and in gear, it will idle out of the water because there is no back pressure or load on the engine.

this motor is weird, i just put it in a garbage can full of water and it idled fine with the small lever down? i put it in gear and it konked out. started it again and put it in gear and all is fine. i know everything has to be in sync but how can this engine be so spuratic that it would be run fine out of water and in the garbage can but not the lake. sounds pretty ridiculous to me.

There is a chance of varnish in the carb from sitting around and the fresh gas is cleaning it out returning the lean mixture it caused back to it's normal mix

I'm pretty mechanically inclined, but when an engine is two seperate beasts in and out of water it's hard for me to come up with any ideas. Do you reccomend me to put a cleaner in there like seafoam etc...? I'm bout to give up after owning it for a couple days! haha i know, i know.
