PLEASE HELP. only 2500rpm at WOT

I just bought a 1988 sea ray seville with the 100hp engine. It has the all white case with seville emblems, but i have been told it is a mercury engine. i took it out on the water today, and it was having problems staying at full speed. it ran good for most of the day, but on the way back it bogged down while i was driving and would not get passed 2800 rpms. i reved the engine up when it wasnt in gear and the rpms came up just fine. im not quite sure where to start with this, so please give some suggestions. thanks

ok so i was wondering if there might be something wrong with the driveline on the motor because it revs up fine when its not in gear. so i put it in forward and tried to spin the prop. i can move it clockwise i believe, and it makes like a clicking noise. is this normal?

please help guys and info is helpful. i do not know much at all about boat engines.

If the engine is running on all 4 cyls as far as spark then the carbs need to be cleaned if the engine only has spark on 2 cyls getback and let us know which 2.
