Please Help. Slow Low end but Fast High End

The boat is a 2005 Z20 Ranger. 125 Merc. Takes too long out of the hole. Once out, no problem 70 mph easy. Bad or old fuel ? I removed as much fuel as I can and have plans to fill it will premium and a fuel aditive. Any thing else ? Fuel filter ? I bought it used. 160 hours on it. Ran fine one season. Anybody ? Take to the shop ? Please help. Thank you.

Here.s the questions has the motor sat up for a long time? Do you hear missing at low rpms ? What is this motor? 2 stroke ? dfi or carb You can try seafoam to clean up the fuel system.
I would start with compression test. just to make sure everything is ok
I would do a spark test.
It would seem that you may have low speed jets gummed up seafoam may help that some.
