I have a 15' fiberglass flat bottom center console with an Evinrude 48 SPL. The boat has steel rings on the outside of the stern on each side. I'm wondering if this may have been for pulling a skier or wakeboarder by the previous owner?? And what is everyones thought on if this boat and engine can handle pulling a wakeboarder or skiier??

Those rings are called stern eyes, and almost all boats have them. They are often used to secure the boat to the trailer. You can make or buy a bridle that allows a ski/tow rope to be pulled between the two. Not the best, but it works better than pulling off center. If the transom is solid and those two eyes are properly attached and backed, then you should be fine.
