this is an update of engine will not reach speed thread.
here is the update:
I had 1 battery that was defective so I replaced it, I installed the rochester carb. it started and runs at idles above 1000 rpm, but just dies at anything less than that. I was trying to set the idle and after numerous starts and stalls the battery got low. I had to start it about 12 times or so.
1st question Is this normal for the batteries to drain that soon?
2nd question the batteries are reading 13.4 volts while running at 1200 rpm but the guage on the boat reads 10 - 11volts and just under 10 when not running?
3rd question what advice on how to get the carb adjusted right?
4th question how is the batteries supposed to be run to the batteryswitch ( 2 batteries )?
I would really love to take the boat out this sunday so please let me know what I can do please...

First, forget about going out on Sunday. Second, and most important, it is not realistic for you to expect help from this board when you do not take its advice / report back but instead throw random parts at your boat. Based on all of your threads / posts it is my opinion that you need to take your boat to a qualified marine tech and have it fixed. Some people do not have the patience for this and you may be one of them. It's not a bad thing, don't take it personally, but it just might be the way it is. Sometimes we just have to accept that something is beyond our ability and it doesn't make any of us feel good...

Did you set your timing and check advance timing?
Might do a compression test and vacuum test.
How did the old spark plugs look when you took them out? Any indication of water, oil, other?
You should also check your boats fuel system like this
Have you done an ohms test on your plug wires?

You need to set the timing properly, and check to make sure the advance is working. Are you sure the trottle plates are opening all the way?
You seem to want to throw new parts at it without finding a cause.
Do the troubleshooting and proper setup and it will work.

what do you mean? they wont open with your fingers? with engine off... hold primaries wide open and try to open the secondaries. another thing that is possible is its runnin to lean. first you need to see if its advancing the timing like it should be. soooo, GO DO IT !!!

Once you get a proper marine carb on there, report back about how the rpm problem is doing.
My guess is the problem will be cured.
Not sure what intake manifold you have on there, but you also need to make sure the throttle plates on the new carb will clear the holes in your manifold.
The original carb for your engine was a Holley 4bbl.

No report back, other than to say that some unknown condition quadrajet from who knows what was installed instead...

Are you getting my drift? Engines are simple things, but you have to start on square one. Understanding how all the components affect each other and the precision required for many of them is why techs go to school! Most of the high posts count folks here are techs and they are telling you what they would do based only on what you tell them. If you can't / don't / won't give them answers / test results then they can't / don't / won't give you help...

I have to agree... you might be simply throwing more money into new parts when its likely an adjustment scenario. Bite the bullet and take in to a mechanic. Let them fiddle with it to get it running right. While its there, have them do a full inspection, and finally, get some owners manuals if you plan on working on it yourself in the future. "A mans gotta know his limitations".
