plug threads look rusty after fresh reman'd motor installed

Hey everyone,

I recently purchased a 90 Sea Ray 280 sundancer with twin merc 350's. I had both engines replaced with reman'd long blocks, new manifolds and risers and carbs. I've been having an issue with my port motor not wanting to run under load. I've done the fuel analysis and am about 99% sure its the carb that isn't right. Here's my actual problem. I pulled the plugs tonight to take a look at them because I thought I flooded the engine while trying to start it. and they all looked like the pictures below. The threads look to have rust on them? does this mean water is getting into the combustion chamber? My other motors plugs do not look like this.
I have the boat scheduled to go to the shop on weds. I'm looking for some possible causes to address this with the shop.

Were those the original plugs in the reman? Looks like and If so they were probably installed dry and rusted while sitting on the shelf waiting to be sold/installed. Some remans might sit for a long time depending on distributor and inventory rotation.

If you were getting water in the cylinder I think you would know it with other problems.
