Plugs on floor mid boat

I just bought a 88 weekender and was wondering what the purpose of the plugs in the floor were for. Also, does anyone else have a problem with water entering the back of the boat via running along the ledge next to the windows?

I now think the plugs may have been put in the boat to access water in the front of the boat because the fresh water tank had been cracked. That's just my guess, evidentily noone else has these plugs in the floor of their sunrunner. This boat has turned out to be a great boat. The 350 Volvo with the duo props jumps this boat out of the water. The swim deck is great for the kids and fishing from. So far so good.
