I am running a 12 1/2 x 8 prop on a 1994 60 hp Merc. pushig a 21' pontoon approx. 20 mph at 5900-6000 rpm.
Can I got to smaller diameter and bigger pitch and gain anything as far as lower rpm and maybe a little more speed?

Forget about Diameter,+ change the Pitch to get the WOT to where it belongs.......

The smaller diameter props for those are for planing boats. You want those big blades for toons. They also offer a 9" and a 10-1/2" pontoon prop. I would generally put a 10-1/2 on 22' and less, but it depends on other factors as well.

will 10 1/2 help me maintain speed with less rpms?

With each steeper pitch, you should gain speed and drop RPMs. We're not talking much. A few MPH. 6000 doesn't necessarily concern me. That allows for a lot of passengers and gear.
