Poppet valve question on a 1989 150 black max Merc.

I recently purchased a ranger bass boat and am trying to learn all the things about the merc motor on it. So I found my poppet valve location and noticed that the smaller hole on the left is plugged and has no housing over it but the larger hole to the right has the housing over it, which is the poppet location. Is this correct or should the smaller hole be unplugged and have a one piece cover that joins the two holes? So far the motor has been running flawless just thought this looked strange. I can post a pic is need be. Thank you in advance.

It's as it should be, my 90 175 is same (smaller hole is on left plugged/casted close).

Good deal it looked strange because there is two bolt holes there but no bolts or housing.
