Stolen boats will remain in the National Crime Information Center (NCIC) for 5 years - The year reported plus 4 years

Unrecovered stolen articles stay in NCIC for 2 years - the year reported plus 1 year.

Unless the report wasn't made until long after the item was taken it would not likely show up even if stolen since you had the motor for two years now.

Only articles with a serial number or owner applied unique number can be put into the system. This is a nationwide system available to all law enforcement agencies so a motor or boat stolen in say Maine would show up in any other state making an enquiry.

You are correct in your timeframes, however, the entering agency can extend those times by re-entering the record...so time is no guarantee that it will not be in NCIC. As far as the OP goes, as a detective, I would have a hard time charging the OP with possession of stolen goods if he can show that he made a diligent effort to ascertain ownership / status. That would include checking with his local LE to run a computer check. Just my opinion.

I often wonder why we, the public, don't have access to the stolen items section of the NCIC. Wouldn't the distridution of stolen property go down a LOt by letting us do our own checks? Heck, with iphones and whatnot galore, we could run a HIN/VIN check every time we ran across someone shady or any time we look at a boat/motor/etc for purchase. Seems government-stupid to make a database meant to recover items and only let a few people use it.

I agree, it would be nice to have public access to such a database, but I think the reason why NCIC is not open to public for searches has to do with the precautions taken to prevent any tampering or hacking of the system. Even when a police agency uses computer access, it is not as simple as going to a website and logging in. The FBI is very strict on the hardware and software requirements to have access to NCIC. I do not know all the technical details, but it is all geared towards protecting the integrity of the system. I'm not saying that it couldn't be done, but the current system would have to be modified to some extent to allow limited public access.

I can't speak for all police agencies, but ours will gladly run a VIN/HIN/SER# for a citizen upon request in most circumstances and let them know the stolen status only, but not any private information. Hope this sheds a little light on things.

I definetly agree with lowkee this would be a good idea, but hey its govmnt and good ideas get passed by for beaurocratic nonsense

and I agree with EZ (lottery ticket) freebie you did your part and the dock says its yours
Maybye the motor is bad and they abandoned it...have you ran it yet????

My personal opinion from my experience............Police dont do much about stolen property, there's no INCOME for the local govmt on reported stolen items!!!!...1rst day its on thier desk... after that the paperwork sits in a pile...there is no investigation unless the owner makes a big stink..even then they check a few pawn shops... then....they file it soon after and move on...... letting insurance cover it or not and close the book.

trailers can be registered as Home made by removing the VIN.....it is pretty much a free for all out there....

Thank God atleast 3/4th of the people are decent citizens........

Actually, no. I never even tried it. Could be total crap for all I know. Heh, I guess I figured that someone would have come looking for it, and it never occurred to me that it would be bad.

Tell you what though, if I try it and it's toast, I'll post it for sale, and you guys can get first crack! BAHAHAH.... Sorry, couldn't help it.
