Possibly a different flywheel?

Is it possible that my previous owner used a smaller or different flywheel on my outboard? I have posted about this problem before. My drive gear went on my starter, the whole starter looks original or close to it so I figure I would replace it.

Original Starter OEM 389275 Starter = 18-5630 Sierra

My original starter has 10 teeth with a larger drive gear. The one I ordered has 9 but looks the same in the picture. I thought they sent me the wrong one originally, but now I'm thinking it was the prestone version with the correct size gear for that model. The model number was scratched off so I couldn't tell which model it was. They should be sending the Bosch style, but I still think it won't fit correctly. They stated the starter they are sending me is stamped with 18-5630. Hopefully this one works when I get it tomorrow. Or I'm completely lost.

The first starter they sent me mounted correctly but the gear was too small to make contact with the flywheel. If this is the same case again I'm am lost and I'm not sure what to do. Maybe I should take the starter to a dealer have them identify it and maybe rebuild it.

Any ideas??? I can take pictures of the two tomorrow to show the differences so you guys can understand what I am talking about.

Thanks!
