power loss

i've got a 87 model 200hp johnson,,its very had to warm up anytime its been shut down while fishing for any length of time. after warmup, i can run full throttle for about 10 min or so and it starts to surge like its runing out of fuel or the power packs are going bad. (not really a miss but rpms moving up and down like lifting the throttle) its hard to explain..it has very poor idle and will die if not held to around 1500 rpm or so under idle conditions like in a no wake zone. after going through a no wake zone, the engine will run fine for about 2 min or so and start to surge and of couse lose power and speed. fuel line, bulb, and fuel pump and plugs(twice) has been replaced and carbs cleaned. i'm not sure if it's a fuel or elec problem..please help!!

Sure seems like a fuel supply problem Does it help<br />if you poke the choke or squeeze the bulb?<br />Have you checked the dip tube and tank vent?

using the choke does not help under full throttle but does at slow speed. i may have two completely different problems,,idle/carb and full power/powerpack?? thats why im here looking for answers..
