Power pack or stator??

Working on a 1990 Evinrude 88 spl Stator showing 120 volts manual says 150 volts. Also my power pack is showing .5 to .8 volts on each cylinder. Manual also says that they all should be 157 volts. I can crank the motor and runs. It’s a little rough. But gets on plane. Roughy start though for sure. So my problem persists in what area? The stator or power pack. Would the loss in voltage in the stator cause the power pack to produce such low numbers?

It's said that most carb problems turn out to be electrical issues. But sometimes it is a carb issue -- may need rebuild and tuning. Then there is the cooling system -- shouldn't hit 160F under load (change out impeller as first step). T.stat stuck open might mean the motor isn't warming to operating temp (130-140F), yielding rough idle.

Thank you. I’ll check it out I rebuilt the carbs last summer. And drained them over the winter. I replaced thermostats as the motor was running at 180 degrees. It runs at 135 degree at idle
