I have a problem with my stearing. put it up last fall, no problem, took it out today, no stearing.
The wheel wont move, it is locked up tighter than I on't know what.
There is fluid in the pump, and I'm sure it is working.
I am a novice to the boating world, but pretty handy with my hands. if there are any suggestion, I'll appreaciate them.. thanks
again, the baot is a rinker, mercruiser 5.0 liter, alpha 1 drive

How about this?

The terms winterize, and summerize are mis-leading.
We drive our vehicles all year long, and maintain them. No winter lay-over.
We don't we maintain the boats the same as our vehicles?
They need the same attention;
Muffs, and start it up- keeps connections good, and uses some of the conditioned gas.
Keeps every thing lubed, and runs out and off condensation.
Good time for a tune up, and checking for problems, which includes cleaning all electrical connections in the bilge-they get high humidity, and heat.
Check everything over, so when you launch in the spring, no surprises.
You can't use the boat during the winter, so this is the perfect time to do the needed servicing.
A boat is like a gun; use it, toss it in the cabinet; it goes to hell.
A boat needs attention 12 months out of the year. no storing it.

Ayuh,.....

My 1st WAGuess is the Steering Cable is Shot......
It's probably corroded back at the connection to the outdrive....
Pull it ALL Apart,+ Lube it where it goes thru the aluminum Tube....
You might get another lap out of it, or it might just need total Replacement.....
