Power Steering Fluid in my Power Steering...will it result in no power steering?

I just finished an engine replacement on a 5.0GL PEFS with an SX m-1.60 drive. I upgraded the engine to a 5.7L, and brought all the accessories over. During the engine replacement, the Power Steering Pump drained out and I had to refill it. Not thinking, I added Power Steering Fluid. Yes, I brain farted at the wrong moment. Did not even think about it until sea trial.

Sea tested the boat this weekend, and had no power steering at all. Previous owner said it was working fine 2 years ago when he parked the boat. So, will Power Steering fluid cause this failure as opposed to ATF, or do I have another problem? How do I figure out where the failure point is?

i dont think it would matter, however i do know with cars if you change the fluid you need to turn the steering wheel from lock to lock while the motor is running and stop and check the fluid level a couple of time thru the process, doing this should bleed any air from the system
