Power steering help?

I've hooked up the power steering running the engine in the driveway. yesterday, I could get the ram to retract, and then it would extend on its own. I found the procedure to balance it, and have it so that the ram now stays in a neutral position. However, regardless of which way I hold the actuator, the ram retracts, which I don't think is what is supposed to happen. If the actuator is in the neutral position, I can extend the ram with my hand. See the video below. A little bit tough to shoot one-handed. Also, as you can see, the actuator takes quite a bit of fiddling before the ram moves. Any ideas?

Those old ones need to be balanced, see page 6A-7 in manual 6, but its not at boatinfo

Yes, I did the balancing procedure. Now the ram does not move on its own. However, regardless of which way I press the actuator, the ram retracts. Also, like I said, it takes some fiddling with the actuator to get the system to engage. not sure if this is normal behavior or not but I don't think it is
