power steering issues?

me again, another thread 1987 searya with 5.7, I remove the outdrive and I trying to turn the wheel to remove the bell housing and nothing is hard as a rock, I know the boat have power steering, I can see the power steering unit in the back of the engine, but this should turn even with the engine off, what I need to check help guys thanks.

Ayuh,.... Disconnect the cable, at the transom, 'n see what moves, 'n what don't,.....

where, behind the engine where is the power steering cylinder?

Ayuh,... Follow the black cable from the helm, to the P/S actuator,.... slightly starboard, Center of the transom, up high on the transom plate,...

I disconnect the end of the cable but is not coming out of the actuator, I missing something?.
