power steering rack movement??

I have a 86 searay 268 weekender with a mercruiser 350 engine with power steering.When the drive is straight the rack is against the transom as i start turning the wheel the rack starts to move towards the engine. It moves about 1.5 inches and stops cause the power steering hoses are hitting the exhaust riser. Is this normal?

Nope,... Don't sound like it,... It shouldn't be Hitting Anything....

That's what i'm thinking. The power steering cylinder doesn't move side to side it moves from transom towards the bow.
