Power Steering ?

Hi All, I have a 97 Fourwinns, 5.7l Volvo Penta. Should I be able to turn the steering wheel with the engine not running? I am new to sterndrive boats and thanks in advance for your help.

Yes, and it won't hurt anything. If it's cable steering with power steering assist, it will be harder to turn when not running, but no harm will be done at all.

Thanks Don, It is cable to the rear . I have the engine out for rebuilding and th steering is verry stiff, so hard that I am afraid something will break if I force it. I purchased the boat with a sezied engine and thought there may be a problem here as well . Thanks Bill

Just to be clear I can not move the steerig wheel . What is required to remove the cable from the power valve in the rear.
