power tilt bleed problem

have red band merc tilt don,t think they came out whit tilt in 68 has armstong pump 2 hoses and 2 rams .motor goes up but stops 6 inches sort on down trims in to early can,t get air out has a mandal release and two bolts on base only way i can get oil in is to take base of pump after turning up side down if i bleed out of hose to much oil comes out and motor won,t go all the way up can any one help has no bleeder

Remember the system must be filled in the up position. Here a pictures of the cyls. trim screw locations

2 hoses 2 rams- connected to the pump.
The pump has 2 bolts in base- if you release the bolts the oil comes out- it also has a manual release screw.
Bottom hose is up and the side hose is down- pump is a three wire pump- connected directly to battery and a toggle switch
Thats it.
