power tilt won't come down

i have a mercury 1150 1980. the tilt started acting up. would go up but sometime not want to come down. i notice the lines where leaking so i replaced one and it went up and down then i ordered the other one and put it in and now it is stuck up. the pump motor is turning when i press down but i don't remember if it clicked when i pressed the button down (i hear a click when i press up). so i took the top bleed screw off the cylinder and hit the down button and no more oil came out. any ideas what other tests i can do or is it hard to rebuild? i notice some parts are not available anymore

Is that the PTT unit with the 4 hydraulic hoses? Does the motor run in both directions?

yes it has 4 hoses. yes the motor does run in both directions or at least it makes the noise like its running. the hoses that i replaced are the trim hoses.. well thats what says on the package.

OK, Fill the pump resevoir with 5W-30 motor oil, unless it already has ATF, and then use ATF. Remove one down bleed screw and run it until oil shoots out w/o an air. replace the bleed screw and repeat with the other cylinder.
