Power trim not working on Evinrude 150 HP Outboard

I have an Evinrude 150 HP Outboard and the Power Trim is not working. I can hear a click in the back when I hit the Up position or Down position but nothing happens. Should I hear a pimp running. I know it's hydraulic, but therenmust be A hydraulic pump somewhere.

Any help would be appreciated. Just got boat and wanting to start it at the house and make sure everything was fine before dropping it in to lake. Motor starts and runs fine - I have a water inlet kit so I can hook the house To it.

if it is a 2 wire motor/green and blue, then touch green to positive and blue to negative, this will bypass the relays and testn the motor, which is located against the transom between the mounting brackets, if the motor runs, you either have a bad ground, or bad relays, replace them in pairs. if you have a 3 wire motor, ground the black wire, and touch either the green/green for grass down.. or the blue wire/ blue for sky up,, to positive and see if it runs. if not,, tap the motor very lightly as this might be a permanent magnet motor, and see if it isn't just bad brushes

Sterndrive Tech - thanks for that reply. It's two wire (blue and green just as you said)
and I disconnected and hooked up direct and motor doesn't move. Now I find two screws that hold it down but wonder if there is a third. Can't see a third that hold it to the housing but I do see three smaller ones that hold the motor above this lower housing. There is one set, but these are above the wires, and they have the three screws I can see. The lower one,I can only see three and this is the one the wires go in to.

Also, is there a way to get the tilt all the way up? It's down slightly from top most position, but I can't get latch (not sure if that's the correct term for it) set - which locks the motor int the upmost position.
