power trim on 93 looper 120

my power trim unit is rough or shaky when trimming down in forward gear. does this mean i am due for a trim unit rebuild?

Probably low on fluid. Run it all the way up and add tilt fluid at the large plug on the reservoir. Run up and down a few times and recheck.
