Power trim questions

Here goes.
I cannot control the power trim from the console. I have two 3-way switches, one on each side of the handle. One is trim and one is tilt? I would assume one is for using while on the boat in the water, the other to use for trailering, am I correct in this?

Trim pump works, with jumpers. I'm looking at the manual and all it shows is the trim set up that I don't have. I have a 1990 Bayliner Cuddy, 4.3L Merc, Alpha Drive. I disconnected the harness assembly. tried to take voltage readings from the trim switches back to the harness, looking for 12V. but I started looking and I think that the switches get the power from the 12V connection on the harness from the trim pump side. I need help to figure this out.

Also I was reading another thread about jumpering the trim limit switches, which is what I want to do. I have seen the loose wires outside of the outer transom assy. So I know that one is bad. I was looking around today and noticed there were two sets of wires going into the outdrive both look like they are going to trim limit switches. So how do you jumper those. Looks to me like maybe they had dual trim limit switches that are both bad, that would make the power trim switches at the dash not work right?

Here is the service manual for your drive. Look at the troubleshooting section. Detailed instructions on troubleshooting, along with wiring diagrams.
Should be able to find out what your problem very easily.
Just move your cursor over the cover and the outline page to find the different links.

1 of the Switches outside the boat is the Trim Limit Switch,....
The other is the Sending Unit for the Trim Gauge......

Where the Limit Switch Wires come thru the transom plate, on the Inside of the boat,....
Just By-pass it at it's Bullet Connectors.......
