What year is the motor and/or a picture of the tilt/trim would be helpful. Most of the smaller systems will have a fill plug and some will also have a relief valve. Oldman570

new motor? if so then it may have wrong driveshaft. take motor off and check driveshaft length. the motor should stand off base 1/8"-3/16" when the driveshaft is not aligned into armature. Once aligned, the motor should drop onto base. You can cut your own driveshaft from 5/32" allen keys. it should have 1/8" of endplay.

old motor? lift engine fully and block in place. check fluid level, top off to filler plug opening, cycle down-up, reblock, recheck, refill.

old motor and fluid is full? put a buck under engine since a lot of fluid will drain. remove manual release valve and inspect. it needs to have three orings. if any of the orings are missing then you might get by with a new oring. they are ASA568 standard sizes #006, #008, and #010 . They should be standard BUNA material of harness 90. You may not be able to install BN90 without tool, so BN70 will do in a pinch. If the tip of MRV is broken off or if problem persists with new orings then you should send out for rebuild or buy replacement pump. The fill for your trim/tilt shoud be Item #19 at Mariner 50 HP (3 CYL.) Power Trim Parts, if this looks like yours.

I don't think that system was invented yet in 1993. I think in 1993 they were using the larger single ram system (with square base motor) on all engines from 30 to 120HP.

If he does have that system, then large swaths of my previous comment may not apply. The MRV rarely goes out on the late model 30-50HP trim. The trim bypass valve however, frequently goes out larger engines. It is a minor repair that costs $2 in parts and $70 in labor to fix. Unfortunately, Mercury doesn't sell the $2 part separately and forces the home mechanic to buy a $150 spool kit.

Power trim/tilt can be boughy at most dealers. I use ATF transmission fluid in my units, and have never had any trouble with them. i belive that power steering fluid works also. JMO

Re: power trim will not go up or down

any idea what type of fluid for power trim it looks to be a clear liquid

red colored fluid is atx dextron - consult manual for exact type to buy. ATF is easier to fill and resists foaming.

clear honey color is hydraulic oil (HO). I use ISO32 for warm states and AW32 for cold states. ISO32 resists shearing from gears better. AW32 maintains viscosity during cold better.

Some engines use very high pressure and the ATF fluids can damage rubber if the pressure goes much over 1500psi. On your trim system geometry I would guess that is somewhere around 140HP. If you keep existing fluid use HO. If you drain and flush then use the one that is easiest to buy.

don't use brake fluid. ever. it reacts with existing fluid and forms a goo that plugs things up and leads to failure.
